Garage policies can be either Legal Liability, Direct Exess or Direct Primary. With a Legal Liability form the customer of the garage would have to prove that the garage owner was negligent before the garage policy will pay.
With Direct Excess the Garage Policy will pay only after the customer's policy has paid. The Garage Policy will pay the excess amount, that is, the amount that the customers policy did not cover.
With Direct Primary coverage both the customer's policy and the Garage Policy share in the claim so each policy pays out on a covered claim.
